- New Performance APIs and enhancements: 
  TCP transfers are no longer influenced by UDP flow control settings
  (i.e. the UDP burst limit and cycle delay settings).  

  The routine SystemAssignBufferSpaceEx() is now available.  This allows 
  independent settings for TCP server and client send and receive socket buffers
  and UDP server and client receive buffers. (see documentation for further
  explanations).

  Note: The default settings are still as they have always been.

- Feature Enhancements: The local history subsystem will now attempt to recover from
  any failure encountered when rotating local history standard files.

  The local history subsystem now maintains an additional 'history home manifest' 
  ('historymf.csv') located in a server's HISTORY_HOME area.  Should multiple servers
  share the same HISTORY_HOME area a manifest scan will produce a WARNING in a 
  server's fec.log if any collisions are detected concerning the assigned history
  recored indices.

  Affects:		Local history subsystem.

- Feature Enhancement: If a server is marked as 'STAND_ALONE' then multiple attempts to
  add itself with the loopback address to the local address cache are made if the

- Feature Enhancments: The diagnostic command 'get connection(id)' is now available
  in the TConsole class and thus when the TConsole is visible (via the acop
  spider or otherwise). This supplies a good deal of information concerning the targeted link.

  The Tconsole command 'get debug' and 'set debug' as well as 'get filter' and 'set filter'
  are now properly distinguished.
